What is FinScrecyInx?
FinScrecyInx ranks jurisdictions according to their secrecy and the scale of their offshore financial activities. A politically neutral ranking, it is a tool for understanding global financial secrecy, tax havens or secrecy jurisdictions, and illicit financial flows or capital flight.
The index was created by the Tax Justice Network, a leading advocacy group focusing on international tax and the harmful impacts of tax havens, tax avoidance, and evasion on society.

How Does It Work?
1. Secrecy Score
The secrecy score assesses 20 key financial secrecy indicators (KFSIs) for each jurisdiction. These indicators measure different aspects of financial secrecy, from banking secrecy to beneficial ownership registration.
2. Global Scale Weight
This measures how big a player each jurisdiction is in providing financial services to non-residents. It's based on the jurisdiction's share of the global market for offshore financial services.
3. FSI Value
The FSI value combines both the secrecy score and the global scale weight to produce a single ranking. This shows each jurisdiction's contribution to global financial secrecy.
